Everyday work done by Youth Officers in local communities is very important for the development of these communities, and for all the young people they work with. That is why elevating and perfecting the position of Youth Officer is one of the priorities of the Institute for Youth Development KULT. Joining forces is the only way to improve the position of youth in our country and help them become truly active citizens.

The Youth Officer seminar titled “How to Build a Youth-Friendly Community - Implementation of Youth Laws" is intended for Youth Officers interested in learning more about the mechanisms defined in youth laws, how they are implemented in local communities, and exploring possibilities for cooperation with other Youth Officers.

Bosnia and Herzegovina regulated youth work in three laws, in all three administrative units. These laws have the same definitions of youth, and share some youth work mechanisms. Still, the role of Youth Officers is not equally recognized in all local self-government units, and the implementation of the legal mechanisms is not happening at the same pace in all parts of BiH.

The importance of implementing all legal mechanisms for youth, the actual implementation and Youth Officer’s needs when it comes to implementation are some of the topics of the third seminar for youth officers in BiH.  Over the course of several days, Youth Officers will discuss ways to successfully implement legal mechanisms defined in youth laws, and to improve their cooperation with other services in local communities, all of which is aimed at improving the position of youth.

The event will include around 25 Youth Officers from Bosnia and Herzegovina.

Data, recommendations and opinions gathered during the event on all discussed topics will be made available to relevant institutions competent for youth issues at all levels of government, and used to create future trainings for Youth Officers.

Eligible applicants are exclusively Youth Officers from all levels of governments in BiH, who have already completed the Basic training for Youth Officers or are currently taking part in it.

The seminar will be held from July 9 to July 12, 2019, starting at 3:30 pm.

How to be more approachable and how to create a more youth-friendly environment? This was the topic discussed by participants of the Youth Officer Training, members of the Municipal Assembly of Ilidža and Expert Youth Work Associate of the Ilidža Municipality, Amra Bojičić. Assembly members Samir Avdić, Redžo Lemezan and Ahmed Krupalija answered the participants’ questions.

The participants shared their experience with working with youth in different local communities in BiH, discussed ways of employing youth, positive practice and implementation of initiatives, and adapting the way they communicate with youth.

It was also noted that it is extremely important to support youth in their efforts to become independent by starting their own families, buying a home and launching a business. The discussion also included laws and strategic documents, and the Ilidža Municipality was mentioned as a good example in terms of their work with youth and creating and implementing strategic documents.

The Institute for Youth Development KULT conducts trainings for Youth Officers and certifications of Youth Officers working with youth in city, municipal and cantonal government bodies.

Youth Officers are required to continually work on professional training and development. An officer who is not in possession of a certificate, but is employed in civil service and performs the duties of a Youth Officer is required to complete the Youth Officer training course and obtain a certificate within two years. Youth Officers in Republika Srpska are not legally required to be certified.

Youth Officer seminar entitled “Youth Leaving BiH: Opportunities and Challenges” is intended for Youth Officers to learn about the current situation and the ways they can act to create a positive climate for youth in every local community.  

Youth leaving BiH has been a burning issue in BiH for the past few years. According to the results of the Survey on the Position and Needs of Youth, published in 2013 by the Institute for Youth Development KULT, approximately 150,000 young people left the country from the end of the war until 2013.

After 2013, sporadic analyses were published by non-governmental and international organisations that show a continuous growth in the number of youth who decide to leave the country, but there is also the phenomenon of entire families leaving. According to an online survey published by the Institute in the summer of 2017, youth leave primarily because they don’t see a promising future for themselves, they’re dissatisfied with the educational and healthcare system, because of rampant corruption, nepotism and unemployment.

This situation clearly calls for the involvement of all relevant actors in solving the existing problems, primarily through creating a strategic approach and the accompanying activities that will contribute to creating an atmosphere that inspires youth to stay, or return to. Particular emphasis should be on the way BiH responds to the needs and problems of young people who choose to stay, and ways of creating concrete measures for cooperating with young people abroad.

The event will include around 25 Youth Officers from BiH, and guests such as representatives of entity and state institutions competent for youth issues, and representatives of various organisations, business communities, educational institutions and young people, who will share their experience, including both positive and negative aspects.

Information, recommendations and opinions gathered on the relevant topics during this event will be available to relevant institutions in charge of youth issues at all levels of government and used to design Youth Officer trainings.

Participants of the event are exclusively Youth Officers from all levels of government in BiH, who previously completed the Basic training for Youth Officers or are currently participating in the training.

The conference will be held on March 5-8, 2019 at the Hotel Hills in Sarajevo, starting at 3:30 pm.

The Institute for Youth Development KULT is issuing a public call for Basic training and certification of Youth Officers in Republika Srpska and the Federation of BiH.

The public call for training and certification of youth officers is open until 1 August 2018.

About the training

The Youth Officer training is intended to enable the participants to perform youth officer tasks independently, after completing a certified course on youth policy and youth work, and ensure that current or aspiring public servants dealing with youth issues are adequately trained and certified for the youth officer position.

  • The basic training program is structured into 5 compulsory modules, in a total of 120 hours. The training also includes take-home assignment, study visits and a written exam. Every module lasts 5 days.
  • The training utilizes an interactive methodological approach that allows participants to share their experiences and provide suggestions for improving the training. Every modules includes theory, application of the material learned during the training and practical work.
  • The dates for each modules will be published on the Institute’s website (www.mladi.org).
  • Certificates are awarded to participants who attended at least 80% of the training.
  • The training program covers the cost of half-board accommodation, working material and certification of each participant. The participants and/or their institutions cover the travel expenses.

Application criteria

Eligibility criteria for applicants:

  1. Public officials who work with youth at the municipal, city or cantonal level.
  2. Other interested individuals over 18, with at least a high school diploma.

Required documents

Applicants are required to submit the following documents:

  1. Filled out application form (can be found at www.mladi.org).
  2. Certified copy of your diploma/degree.
  3. Birth certificate (original or certified copy).
  4. Residence form (original or certified copy no more than 3 months old).
  5. Written permission to attend the training issued by the head of the administrative unit; option 2: special document with permission).

Applications received after the deadline will not be taken into consideration. The Institute will notify all the applicants about the results by 15 August 2018 at the latest.

Duration of the training

The training will last from November 2018 to September 2019, including the final exam and the certificate award ceremony.

Note: Candidates who previously attended the Institute’s Basic training for Youth Officers but have not completed it, may attend the topics and modules they missed, and take the final exam pursuant to the Manual. These candidates must apply to the public call as usual, and list in the “Experience with youth work” section of the application all the modules they attended and attach a copy of their certificate of attendance.
